Guelph Firm Reports Findings on Structural Steel Collapse at University of Windsor

GUELPH, Ontario (April 15, 2013) – Newton Parking Structures Ltd, the contractor for the new University of Windsor Innovation Centre and Parking Structure has called in a third party Engineering firm to determine the cause of the partial steel structure collapse that occurred on Friday, April 12, 2013. There were no injuries. Students were not in danger and the collapse was contained on the work site. No workers were on site at the time of this incident.

A report from the outside Engineering firm indicates that two contributing factors were the cause of the collapse. According to the steel erection code, temporary bracing and/or guy wires must be used during the actual erection to secure the columns and beams. Temporary bracing ensures the stability of the structure during erection in its temporary situation. Temporary bracing was not put in place. Gusting winds at upwards of 40 km/h put unacceptably high force on the columns and beams at the point of the anchor bolts. These two factors, no bracing in place and high winds, caused the steel to collapse, shearing off the anchor bolts. Carlesimo Steel Ltd., a subcontractor to Newton Parking Structures Ltd., was erecting the steel for the Innovation Centre.

Newton Parking Structures Ltd. is cooperating with the Ministry of Labour and the Engineering firm to quickly rectify the situation and continue the construction of the Innovation Centre. It is anticipated that the steel will be removed before the end of this week and work will continue. A safety procedure, developed by the Engineering firm, must be in place before the removal of the steel. Once that procedure is established, removal will begin.

Newton Parking Structures Ltd., is confident that this incident will not substantially delay the project and the scheduled completion date of September 2013 will be met.

Ed Newton, President of Newton Parking Structures Ltd. stated, “We do not take this incident lightly. We are already reconstructing the damaged parts at our plant in Guelph in order to mitigate delays. We will also be re-evaluating our subcontractor’s safety procedures in order to move this project forward safely.”

A full report will be presented to the MOL and University of Windsor and fully reviewed by the firm.
